Full Guide to the New NSNP Streams (Skilled Worker, Graduate, Express Entry & Entrepreneur)

On February 18, 2026, Nova Scotia officially reorganized the Nova Scotia Nominee Program (NSNP).

Instead of operating multiple separate pathways and temporary pilots, the province now delivers immigration through four consolidated streams.

Below is a practical, easy-to-understand explanation of each pathway and who should use it.


The 4 NSNP Immigration Streams

Nova Scotia immigration now operates under four main programs:

  1. Nova Scotia Graduate
  2. Skilled Worker
  3. Nova Scotia: Express Entry
  4. Entrepreneur

1. Nova Scotia Graduate Stream

This stream is designed for international students who studied in Nova Scotia and obtain a job offer in an in-demand occupation.

Key Eligibility

Applicants must:

• graduate from a Nova Scotia institution
• obtain a full-time permanent job offer
• work in a priority occupation

The province is clearly focusing on labour shortages, not general office employment.

Currently Targeted Occupations

This stream is presently used for workers in the following NOC categories:

  • NOC 32102 — Paramedical occupations
  • NOC 32124 — Pharmacy technicians
  • NOC 33102 — Nurse aides, orderlies, and patient service associates
  • NOC 42202 — Early childhood educators and assistants

Practical Meaning:
A business administration graduate without a shortage-occupation job offer will usually not qualify under this stream. Healthcare and childcare roles are the primary targets.


2. Skilled Worker Stream

This is now the main employer-driven immigration program in Nova Scotia.

It allows employers to nominate foreign workers when they cannot fill positions locally.

Minimum Requirements

The applicant must:

• have a full-time, permanent, non-seasonal job offer
• possess training or experience related to the job
• meet appropriate language requirements
• have sufficient education
• show intention to permanently live in Nova Scotia

Skill Levels Accepted

The program covers a wide range of occupations:

TEER 0–3 (skilled positions)
TEER 4–5 (semi-skilled and entry-level positions)

Why this matters:
This stream now replaces several former pilots and has become the core pathway for restaurants, construction companies, trucking businesses, childcare centres, and service industry employers.


3. Nova Scotia: Express Entry Stream

This pathway is connected to the federal Express Entry system, but it works differently.

Nova Scotia does not select candidates based only on CRS score.
The province first evaluates whether the applicant has real employment and ties inside Nova Scotia.

Basic Eligibility

To submit an Expression of Interest (EOI), the applicant must:

• have an active federal Express Entry profile
• qualify under CEC, FSW, or FST
• be between 21–55 years old
• have at least a Canadian high school diploma (or equivalent)
• demonstrate English or French ability

Important PGWP Rule

If the qualifying Nova Scotia work experience was gained on a Post-Graduation Work Permit (PGWP), the applicant must have graduated from a Nova Scotia post-secondary institution.

Language Requirements

  • CLB 7 — TEER 0 or 1 occupations
  • CLB 5 — TEER 2 or 3 occupations


4. Entrepreneur Stream

This stream is for individuals who want to immigrate by operating a business in Nova Scotia.

Main Requirements

Applicants must:

• be 21 or older
• intend to permanently live in Nova Scotia
• actively manage a business
• have $600,000 CAD net worth
($400,000 outside Halifax Regional Municipality)
• invest at least $150,000 CAD
($100,000 outside HRM)

They must also have:

• 3+ years business ownership (minimum 1/3 ownership), OR
• 5+ years senior management experience

Minimum language: CLB 5


How the Entrepreneur Process Works

  1. Submit Expression of Interest
  2. Receive Invitation & attend interview
  3. Sign Business Performance Agreement
  4. Obtain work permit and move to Nova Scotia
  5. Operate the business
  6. After meeting conditions → receive nomination → apply for PR

Important:
Permanent residence is granted after successful business operation, not simply after investment.


What About the Atlantic Immigration Program (AIP)?

The Atlantic Immigration Program (AIP) remains separate and unchanged.

In many cases, AIP is still the fastest PR pathway because it does not rely on an EOI ranking system.
