Immigration, Refugees and Citizenship Canada (IRCC) has recently introduced enhanced procedures for verifying immigration language test results, reinforcing the integrity of Canada’s immigration system.

Under updated instructions issued to immigration officers on June 23, 2026, officers are now required to conduct significantly more thorough verification of language test results submitted with immigration applications. These measures are designed to detect fraudulent language test documents and ensure that applicants meet Canada’s official language requirements through legitimate testing.

For genuine applicants, there is no reason for concern. However, the new procedures highlight the importance of submitting authentic documentation and ensuring consistency throughout the application process.


What’s Changing?

IRCC officers are now instructed to perform additional verification before making a final decision on an immigration application.

The updated procedures include:

  • Photo Verification
    • Officers must compare the applicant’s immigration photographs with the photographs associated with their official language test results.
  • Review of Internal Case Information
    • Officers will conduct more detailed reviews of previous case notes for any inconsistencies.
  • Review of Test Provider Alerts
    • Officers must check information alerts issued by approved testing organizations for any concerns related to fraudulent or suspicious test results.
  • Fraud Referral Process
    • If concerns are identified, officers must refer the case to IRCC’s Tips and Reports Management Unit (TMRU) for further investigation before making a final decision.

Unlike previous operational guidance, these verification steps are now required at every stage of application processing.


More Serious Consequences for Fraud

Perhaps the most significant change is the consequence of confirmed fraud.

If IRCC determines that an applicant submitted fraudulent language test results, the application may be refused for misrepresentation, following procedural fairness requirements.

A finding of misrepresentation can have serious immigration consequences, including:

  • Refusal of the current application
  • A five-year ban from applying for Canadian immigration
  • Long-term impacts on future temporary or permanent residence applications

Because of these consequences, applicants should never purchase language test results or use unauthorized representatives claiming to “guarantee” high scores.


Which Language Tests Are Accepted?

Canada currently recognizes the following approved language tests for most economic immigration programs:

English

  • CELPIP-General
  • IELTS General Training
  • PTE Core

French

  • TEF Canada
  • TCF Canada

Language test results remain valid for two years from the date of the examination and must generally be valid when an immigration application is submitted.


Why Language Test Results Matter

Language proficiency is one of the most important selection factors in Canadian immigration.

Language scores affect:

  • Express Entry Comprehensive Ranking System (CRS) points
  • Eligibility for Provincial Nominee Programs (PNPs)
  • Atlantic Immigration Program (AIP)
  • Post-Graduation Work Permit (PGWP) eligibility
  • Various employer-supported permanent residence pathways

Higher Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) scores often lead to stronger immigration opportunities.

Because language results significantly influence eligibility and ranking, IRCC considers protecting the integrity of testing to be essential.


What This Means for Applicants

If you have completed your language test through an approved testing organization and submitted genuine results, these updated verification procedures should not negatively affect your application.

However, applicants should ensure that:

  • Their language test results come directly from an approved testing provider.
  • Personal information exactly matches all immigration documents.
  • Photographs and identification used during testing are accurate and consistent.
  • Expired language test results are not used.
  • Applications contain truthful and complete information.

Any discrepancies—even if unintentional—may lead to additional review.
