Nova Scotia Introduces NSNP Application Fees Starting September 1, 2026

The Government of Nova Scotia has announced a significant change to the Nova Scotia Nominee Program (NSNP). Effective September 1, 2026, application fees will be introduced for most NSNP streams. This marks a major policy shift, as the NSNP has historically been one of the few Provincial Nominee Programs in Canada that did not charge provincial application fees.

What Is Changing?

Beginning September 1, 2026, applicants submitting new applications to eligible NSNP streams will be required to pay a provincial application fee.

According to Nova Scotia’s announcement:

  • New application fees will apply to most NSNP streams.
  • Applications submitted before September 1, 2026 will continue to be processed under the current rules and will not be subject to the new fee.
  • The province states that the fees will help support the administration and long-term sustainability of the provincial immigration program.

Why Is Nova Scotia Introducing Application Fees?

Over the past several years, Nova Scotia has experienced a substantial increase in immigration demand while facing limited annual nomination allocations from the federal government.

Earlier in 2026, the province also modernized the NSNP by consolidating ten immigration streams into four simplified streams and introducing new inventory management measures to improve processing efficiency.

The introduction of application fees is intended to:

  • Support program administration;
  • Improve service delivery and processing;
  • Ensure the long-term sustainability of the NSNP; and
  • Continue attracting skilled workers needed by Nova Scotia employers.

What Does This Mean for Applicants?

If you are planning to apply through the Nova Scotia Nominee Program, timing has become increasingly important.

Applicants should:

  • Review their eligibility as early as possible.
  • Prepare all supporting documents before submission.
  • Consider submitting eligible applications before the September 1, 2026 implementation date whenever possible.
  • Ensure their application is complete to avoid unnecessary delays.

Does This Affect the Atlantic Immigration Program (AIP)?

No.

This announcement applies only to the Nova Scotia Nominee Program (NSNP).

The Atlantic Immigration Program (AIP) remains a separate federal immigration pathway administered in partnership with Atlantic provinces, and this fee announcement does not change AIP application requirements.
